Can I transfer Universites while owing an amount on my current bursar?

I know I should check with the University itself, but they are closed for the weekend so I thought I may as well ask for a quick heads up. I owe an amount on my bursar and I am in the works of paying it off but in the meantime, I need to enroll at the other university. Without it being paid off in full, can they transfer my records? Thanks.|||I have NEVER heard of any school that will release any records if there is even a wee little bit of a balance due. Period.|||I doubt a school to which you owe money will release your transcripts. Sorry.
