Can transfer passengers leave the terminal (the aiport) for a certain amount of time and then come back?

Just allow yourself enough time to get back to the airport and go through the security checks and metal detection again. And plan on having a line there too. 12 hours of layover is sure enough time to go out and see something in the city. Don't wait in the airport for 12 hours.
